1.5 - Reasonable Grounds

Reasonable grounds can be established if an officer of the ECPF or Federal Police personally witnesses a jailable offence occur or observes an individual perform a hand-to-hand in a known drug area.

Reasonable grounds may also be established if two of the following factors are met:

  • Failure to produce identification;

  • Seen entering, being present in, or leaving the immediate area of an active crime scene where a jailable offence has occurred;

  • Overhearing a conversation or receiving witness statements identifying individuals who are about to, or are committing, or have committed a crime;

  • Failure to provide a reasonable excuse to justify face concealment within one block of a bank, government property or a crime scene;

  • Any individual seen leaving the bank during the commission of a bank robbery;

  • Relevant forensic evidence (blood, fingerprints, bullet casings, positive GSR tests) is found linking an individual to a crime.

  • Individuals entering or exiting restricted areas (See D19), these being:

    • Bank Vaults

    • Airside of all Eclipse City Airfields

    • Police Stations

    • Fort Zancudo

    • Prison

    • Palmer-Taylor Power Station

  • A police drug detection dog detects narcotics on a person (including any vehicle in their possession or control).

    • A police dog may inspect anyone seen entering, being present in, or leaving the immediate area of an active crime scene or restricted area.

    • The individual may then be searched by a police officer if the police drug detection dog has indicated that it has detected the presence of an illicit substance.
