Law enforcment officers may only impound a vehicle when (1) The offence committed explicitly states an impound is available (2) The driver has sufficient demerit points recorded against them to permit an impound

Government agents may tow a vehicle when (1) It is parked illegally or blocking traffic (2) The offender has been arrested
