4.18 - Requesting ID and administering fingerprint tests
Government agents must not request identification or administer a fingerprint test unless one of the following conditions are met:
A civilian is subject to a traffic stop
In order to validate a civilian's weapons license if they are armed or suspected to be armed.
A civilian is seen entering, exiting or is present in a restricted area.
A civilian matches a witness description of an individual who has or is suspected to have committed an offence.
A civilian is seen entering, being present or leaving the area of a crime scene
A civilian is being detained or arrested.
